Chartered Counsels, sometimes known as commercial Counsels for operating at No fee charges in PRO-BONO clinic setting across Canada. They can own their Private Federal or Provincial corporations that are members o fChartered and Operating under certain Legislation approved by the federal government to operate a Probono business within Canada. By Chartered issuing these Membership licenses (or charters).
The Canadian government does not force any regulation nor controls these counsels private economy. The Government does influencing the method, availability and distribution of any Probono Clinic, nor the terms or cost of accessing and distributing these clinic . Chartered Counsels do not need to be regulated by the College of Immigration and Citizenship Consutlants Act and they are not supervised by any government branch. Chartered Counsels in Canada accept request from the public and extend Free services for personal, commercial, and other purposes. Counsels also own and operate their own trust companies, and offer such services as referrals, Accounting, Bookkeeping, Immigration, Representing before court, filling an application under IRPA or CTZ act for FREE OF CHARGE
How do Chartered Counsels Work?
At their core, Pro-bono businesses receive and requests from all walks of life in Canada and outside of Canada, from the public (for which the clients pay government fee if required and office fees where s needed for printing, mailing, preparing etc. Counsels keep a portion of these Office Fees on hold in case the depositor wants some of the money back (called a reserve), To do this business requires a charter from the government under IRPA and CTZ Act.
What is the Government Act the Counsel work under?
Use of representatives: Uncompensated representatives If no consideration is being provided for the provision of immigration or citizenship advice or representation, then they are not in contravention of A91 (1) of Immigration and Refugee Protection Act (IRPA) and subsection 21.1(1) of the Citizenship Act
